2010 legislative Session

The 2010 legislative session has come to a close and while it was a short session, dozens of important bills made it through the legislative process and will have a significant impact on our state for years to come. Below are just a few of the highlights of this recent legislative session. For a complete list of all legislation that was enacted during the 2010 session, please click here.

Despite long standing partisan disagreement over the budget, the legislature was able to pass a Deficit Mitigation Plan to fix the budget gap for Fiscal Year 2010 and pass a budget for Fiscal Year 2011 before the end of session. What is even more astounding is that the legislature was able to do it without tax increases for the wealthy or tax increases on corporations. Instead, the legislature used budgetary maneuvers to close the FY11 budget through a combination of one-shot maneuvers that include about $366 million from an extension of federal stimulus money, tapping various funds to help the deficit-ridden general fund and deferring a payment of $100 million into the state pension fund. The measure also calls for borrowing nearly $1 billion to balance the budget, lower than an original plan last year to borrow $1.3 billion.

For now, the state house is quiet. Attention has turned to campaigns. The summer and fall will be extremely interesting with campaigns to elect a new Governor, United States Senator, Attorney General and Secretary of State. In addition, there are dozens of state senate and state representative campaigns which will be very competitive and will have a major impact on committee assignments and leadership positions for the 2011 legislative session.
